José Luis Ruiz was born on August 25, 1983, and is the founder and CEO of JRL Construction, a Virginia-based roofing and exterior construction company built on years of hands-on experience, resilience, and determination.

The Beginning

In 2001, José Luis arrived in north of Virginia with nothing more than a strong work ethic and a commitment to build a better future. Like many who start from the ground up, he entered the construction industry at the labor level, working for established companies in large-scale residential construction projects.

There, he learned the foundation of the trade framing new homes, installing windows, and exterior siding systems. These early years were not just a job; they were the beginning of a lifelong craft.

Growth Through Hard Work

By 2006, José Luis had settled in Richmond, Virginia, continuing to build his career across Henrico and surrounding areas. He expanded his skill set into siding installation and roofing, working throughout Central Virginia, including Charlottesville.

For over a decade, he contributed to both residential and commercial projects, earning the trust of general contractors and gaining a reputation for reliability, quality workmanship, and attention to detail.

A Turning Point

In late 2015, an accident that resulted in a broken leg became a defining moment in his life. During recovery, José Luis took time to reflect on his journey, his experience, and his future.

That moment of pause became a turning point.

Instead of returning only as a worker in the field, he made the decision to build something of his own something rooted in everything he had learned over the years.

The company initially focused on commercial siding projects, quickly earning recognition for its consistency, professionalism, and dependable execution on large-scale work.

In 2022, JRL Construction expanded into the residential roofing market, bringing the same level of discipline and quality into homeowners’ projects across Virginia. This transition marked an important evolution bridging years of commercial experience with a growing presence in residential services.

I contacted  JRL speaking with a very nice young man and he informed me that the inspector would contact me. The inspector Drew contacted me in less than 30 minutes later and he arrived in about an hour total. I was informed as to what needed to be done and  we explained exactly what we wanted to happen with the roof. Drew is very, very knowledgeable and his presence was warm and welcoming. By the time Drew left us we had picked out our shingles as well as our shutters for our home. The very next day Jose (the owner arrived with the very easy personality and just the joy of speaking with Jose & Drew we were very comfortable with having JRL  complete our roof. And they are both are  comedians. Everything was ordered and they began working. We were very amazed at the precision and the way that the roof was taken apart and replaced. I will always hire JRL Construction for different projects at my home. All the worker's were very knowledgeable and everything went very well. We are very happy with their work from beginning to end. He quickly found a day and time that worked for both of us, and Jose and his brother, Byron, came out Thursday morning and took care of it less than 15 minutes. While they were here, Byron noticed another piece of vinyl that was coming loose—something I hadn’t noticed, and apparently no one else in the neighborhood had either.
