José Luis Ruiz was born on August 25, 1983, and is the founder and CEO of JRL Construction, a Virginia-based roofing and exterior construction company built on years of hands-on experience, resilience, and determination.

The Beginning

In 2001, José Luis arrived in north of Virginia with nothing more than a strong work ethic and a commitment to build a better future. Like many who start from the ground up, he entered the construction industry at the labor level, working for established companies in large-scale residential construction projects.

There, he learned the foundation of the trade—framing new homes, installing windows, and exterior siding systems. These early years were not just a job; they were the beginning of a lifelong craft.

Growth Through Hard Work

By 2006, José Luis had settled in Richmond, Virginia, continuing to build his career across Henrico and surrounding areas. He expanded his skill set into siding installation and roofing, working throughout Central Virginia, including Charlottesville.

For over a decade, he contributed to both residential and commercial projects, earning the trust of general contractors and gaining a reputation for reliability, quality workmanship, and attention to detail.

A Turning Point

In late 2015, an accident that resulted in a broken leg became a defining moment in his life. During recovery, José Luis took time to reflect on his journey, his experience, and his future.
